Initiative brought together government, academia and international partners to map the regions most exposed to the toxic metal<\/span><\/h3>

Nos dias 9 e 10 de abril, o Minist\u00e9rio do Meio Ambiente e Mudan\u00e7a do Clima (MMA) realizou em Bras\u00edlia a Oficina de Prioriza\u00e7\u00e3o Territorial para a Implementa\u00e7\u00e3o da Estrat\u00e9gia Nacional de A\u00e7\u00f5es Conjuntas para o Enfrentamento da Contamina\u00e7\u00e3o por Chumbo. O encontro representou uma etapa decisiva na pol\u00edtica p\u00fablica brasileira de redu\u00e7\u00e3o da exposi\u00e7\u00e3o ao metal. O PIPA\/UFRJ, que vem acompanhando a iniciativa desde os\u00a0 encontros preparat\u00f3rios, com a participa\u00e7\u00e3o da coordenadora-geral Prof\u00aa Dr\u00aa Carmen Ildes Rodrigues Fr\u00f3es, foi representado na oficina pela pesquisadora Dr\u00aa Nataly Damasceno.<\/span><\/p>

In October 2025, MMA formally launched the National Strategy for Joint Actions to Address Lead Contamination, with the goal of reducing human and environmental exposure to the metal in Brazil by 2030. The motivation is urgent: UNICEF data indicate that 1 in 3 children worldwide have blood lead levels above acceptable limits \u2014 with proven consequences for neurological, auditory, and cognitive development.<\/span><\/p>

A estrat\u00e9gia \u00e9 conduzida pela Comiss\u00e3o Nacional de Seguran\u00e7a Qu\u00edmica (CONASQ) e conta com o apoio de organiza\u00e7\u00f5es internacionais de refer\u00eancia, como a Pure Earth, a Bloomberg Philanthropies, a Vital Strategies e a Organiza\u00e7\u00e3o Pan-Americana da Sa\u00fade (OPAS). Para operacionalizar sua implementa\u00e7\u00e3o, foi criado o Grupo de Trabalho Permanente sobre Chumbo (GTP-Chumbo), que hoje re\u00fane 31 institui\u00e7\u00f5es e j\u00e1 acumula tr\u00eas reuni\u00f5es ordin\u00e1rias realizadas desde sua cria\u00e7\u00e3o. A estrat\u00e9gia est\u00e1 estruturada em seis eixos: governan\u00e7a e marco regulat\u00f3rio; diagn\u00f3stico e capacidade nacional; gest\u00e3o de risco, remedia\u00e7\u00e3o e fiscaliza\u00e7\u00e3o; sistemas de informa\u00e7\u00e3o e monitoramento; forma\u00e7\u00e3o e mobiliza\u00e7\u00e3o social; e coopera\u00e7\u00e3o cient\u00edfica e inova\u00e7\u00e3o.<\/span><\/p>

A oficina de prioriza\u00e7\u00e3o territorial \u00e9 o momento em que a estrat\u00e9gia sai do papel e ganha endere\u00e7o. O objetivo \u00e9 identificar e hierarquizar os territ\u00f3rios brasileiros com maior vulnerabilidade \u00e0 contamina\u00e7\u00e3o por chumbo, para que interven\u00e7\u00f5es, recursos e fiscaliza\u00e7\u00e3o sejam direcionados de forma eficiente. Regi\u00f5es com hist\u00f3rico de minera\u00e7\u00e3o, ind\u00fastrias de reciclagem de baterias, uso intensivo de tintas com chumbo e popula\u00e7\u00f5es em situa\u00e7\u00e3o de vulnerabilidade social figuram entre os crit\u00e9rios centrais de an\u00e1lise.<\/span><\/p>

The event brought together representatives from the federal government, academia, civil society, and international partners to collectively build this map of priorities \u2014 the foundation on which the National Action Plan on Lead will be built.<\/span><\/p>

PIPA \u2014 a prospective cohort study conducted at the UFRJ Maternity School since 2017, which follows children from pregnancy until four years of age \u2014 has accumulated evidence on the effects of early exposure to lead in a Brazilian metropolis. These data are part of the set of scientific inputs that fuel debates on territorial prioritization within the national strategy.<\/span><\/p>
